A road project intended to ease congestion in the centre of the capital
A bypass road project in Antananarivo is intended to circumvent the city via the East and North-east over approximately 8 km, in suburban areas in contact with residences and rice paddies. It is intended to improve the traffic conditions in the capital centre that are currently very difficult, while meeting route safety requirements and taking into consideration the rapid urbanisation phenomenon around this bypass road.
Integration of road safety aspects
Cerema has been asked to provide external supervision of this project, which presents high safety issues, particularly for pedestrian users.
This work was carried out at the implementation stage, where it is still possible to make size adjustments to the project, in order to ensure that the road safety aspects are fully taken into account.
After analysing the plans, a mission to the site in June 2019 was necessary to identify local practices, to meet the various project stakeholders and to visit the site during earthworks.
Following its analyses and field visit, Cerema was able to highlight the main safety issues and concerns, and formulated the corresponding operational recommendations to the Malagasy authorities that manage the project. In particular, Cerema suggested a more urban treatment of development in order to ease speeds and improve the safety of vulnerable users. It also made a number of methodological recommendations for the continuation of the project.
